Professor Steve Smith, who is Vice-Chancellor of Exeter University and the current President of Universities UK, wants top universities to be allowed to charge higher tuition fees. In advance of Lord Browne's inquiry into student finance, he says he wants more of a market in university fees. At present almost all universities charge the maximum permitted by govenment.
