David Willetts, the universities minister, has warned that top students are listing too many elite university courses on their UCAS application forms, without including back-up applications for less prestigious courses. This year some 3500 UCAS applicants with three A grades at A-level are expected to miss out on a place at all. Many are expected to have applied for medicine where competition is particularly intense.
